Have a friend who needs some help with this hawk. I don't want to influence so I will not comment any further. Any help or comment is appreciated.

Well, Brandon, you already know how I feel about this bird. Looks like a juvenile Cooper's Hawk to me.  Long, fairly narrow body (Most Goshawks would appear barrel chested) with long tail (Cooper's I believe have longest tails of the Accipiters). Squarish head with orangish color...has white supercilium, but I have seen that many times on cooper's...I think Northern Goshawk's eyebrow would be even more bold. Clean, narrow, streaks, concentrated on breast...then trickle down....Gos would be more heavily marked up.  The tail on this bird is round tipped.  That's my 2 cents.

And note the much shorter outer tail feathers (although folded in in this case), the lack of streaking on the posterior underparts, etc.  Not a god, looks fine for Cooper's.
