Why no Illinois Portal?

Perhaps this has been asked here before, maybe not. I was wondering why our state does not have it's own eBird portal? I see other states/cities have them but not us. Illinois is usually tword the top in eBird submissions month after month yet states with less reports have their own. What is the deal?

Because it ain't cheap. IOS actually looked into it. I was quite surprised.

Nevertheless, Illinois does have a portal - Bird Conservation Network.

What do they charge for a portal these days? Isn't it like $10K?

Because it ain't cheap. IOS actually looked into it. I was quite surprised.

Nevertheless, Illinois does have a portal - Bird Conservation Network.

What is the benefit of having a portal anyway, aside from the customized homepage?
